What happened
- Spanish Prime Minister Pedro Sánchez presented the IA360 Plan on September 21, 2026, at the Moncloa Palace, according to the government’s official communication. It’s a twelve-month roadmap.
- The plan has four pillars: technological reinforcement, with AI gigafactories, data centers with environmental standards and models developed together with the Barcelona Supercomputing Center; economic engine and talent; governance; and international leadership.
- The instrument for companies is the Artificial Intelligence Voucher, aimed at small and medium-sized businesses and self-employed workers, with the goal of more than 50% of Spanish companies integrating AI by 2030. It includes curriculum updates in secondary education and vocational training.
- The roundtable on the “social contract for AI,” with unions, businesses, parties and the administration, was called for October.
Why it matters
- The small-business voucher is the instrument governments copy most: it runs on an annual budget and doesn’t need legislation. Anyone preparing proposals for the public sector in the region should look at that design before the rhetoric.
- The fourth pillar calls for legal and financial liability for tech companies for harms such as deepfakes and the use of protected works. For a Latin American company exporting digital services to Europe, that anticipates which clauses will appear first in contracts.
- A twelve-month timeline is short for compute infrastructure and long for adoption. The gap between the two paces ends up being covered with training, which is the cheap, measurable part and the first to go out to tender.
The number
50% of Spanish companies integrating AI by 2030. It’s the plan’s quantitative target and the only figure that will allow it to be evaluated from the outside.
Context
The European Union postponed the high-risk tier of its AI regulation and kept labeling in place, which gave each member state room to move on its own. In Chile the path runs the other way: the AI bill racked up five government urgency designations and the text replacing it hasn’t arrived.
What’s next
- The social contract for AI roundtable is set up in October 2026, with no exact date published.
- The plan covers twelve months from its presentation and hasn’t published intermediate milestones.
Bottom line
Spain says almost half of its working-age population uses generative AI, and it hosts the United Nations AI lab in Valencia. The plan it presented still hinges on things a state signs on its own: a voucher, a data center and a target with a date.
