What happened
- On September 25, MeetKai announced the deployment of its sovereign AI platform in six countries: Brazil, Ukraine, Pakistan, Kazakhstan, Uzbekistan and Bangladesh, which together have more than 700 million inhabitants.
- In Brazil, the subsidiary MeetKai Brasil had won Serpro’s “Sovereign AI” tender in June with the highest score; Serpro is the federal technology company. Today’s announcement details the deployment: models trained and operated within the country.
- The deployment includes a coding agent for secure workflows and targets banks, insurers, energy companies and state-owned enterprises that require Brazilian regulatory control.
- According to the press release, the entire technology stack runs on Nvidia compute. In the other five countries, MeetKai operates with the telecommunications group VEON; in Ukraine it will build a data center of 15 to 100 megawatts with first capacity in 2027.
Why it matters
- Serpro’s tender defines sovereignty as location: the data and the models stay in Brazil. The chips and the base software still come from abroad. That definition is the one other states in the region will probably copy, because it’s the one that can be bought.
- For Chile, which is debating its AI law and betting on Latam-GPT, the Brazilian case shows the shortest path a neighbor took: not developing the technology, but requiring that it run within the territory. They’re two different policies with the same name.
- A Brazilian bank or power company will now have a state-backed alternative to models from OpenAI, Google or Anthropic. That changes the negotiation with those providers in the region’s largest market.
The number
700 million. That’s the combined population of the six countries where MeetKai will deploy its platform.
Context
The open AI supply chain is also consolidating around Nvidia, which bought Hugging Face and absorbed a good part of open source. In parallel, governments like Spain’s set adoption targets for their small businesses with 12-month plans, without claiming to build their own models.
What’s next
- Ukraine: first data center capacity in 2027.
- Brazil: the press release gives no date for the platform with Serpro to go into operation.
- No timelines announced for the other countries.
Bottom line
In June, MeetKai presented the Serpro platform as a way to reduce dependence on foreign technology. Today its chief executive, James Kaplan, said sovereign AI only works if the entire stack is inside the country. It will be, on chips designed in California.
