What happened
- The UN Security Council held its meeting 10228 on the afternoon of September 23, devoted to artificial intelligence and international security, according to the meeting coverage published by the organization itself.
- It was chaired by Jean-Noël Barrot, France’s Minister for Europe and Foreign Affairs; France holds the Council’s rotating presidency in September.

Why it matters
- It’s the first time the heads of three labs have sat together before that body. It’s also the first time it has been documented that they can do so without being asked for anything in return.
- For countries that don’t build models (Chile among them), the composition of the table is the political fact. Those who spoke about the risk are the same ones who produce it, and the only technical counterweight was a scientific panel created less than two years ago.
- The practical consequence is one of timing: while the multilateral route advances without a binding instrument, the regulation that actually applies to a Chilean company exporting software is still Europe’s and that of each U.S. state.

Context
The UN already has two pieces built: the Global Digital Compact and the independent scientific panel Bengio co-chairs. Neither imposes obligations. The distance from what is binding became clear this year, when the European bloc postponed the application of its high-risk rules and the U.S. Senate debated a duty of care for developers. The rules with teeth are being written in two jurisdictions, not in New York.

- The Council presidency rotates to another country in October, which in practice leaves the issue without a fixed sponsor.
- The UN scientific panel must deliver periodic reports; there’s no public date for the next one.
Bottom line
Bengio described the risk as one that no country can contain alone and that doesn’t respect the borders each one defends. The meeting ended without a mechanism that crosses any of those borders.
